The Senate's version of the appropriations bill, released on Monday, does not call for completely de-funding any community colleges. As reported here earlier, the House version withheld all state revenue for Brazosport College, Odessa College, Ranger College, and Frank Phillips College, provoking an atmosphere of crisis and outrage.
However, the overall cuts are very severe. Health benefits and retirement programs are also slashed under the Senate version. More information about the bill will be posted here subsequently.
You can make side-by-side comparisons of the revenue recommended for each college. Under the House bill, provided here, funding for two-year schools begins on III-188. In the Senate version, provided here, it is found starting on III-190. A table of contents at the beginning of each bill can also direct readers to the appropriate subject.
Capitol insiders stress that the introduction of these bills marks the commencement of what will be a stressful Session filled with great uncertainty. Neither the House or Senate bills recommend tapping the so-called Rainy Day fund, which could provide some relief. Also, the economy appears to be improving, generating revenue through sales tax collections. Finally, there is abundant discussion of tax and fee "adjustments" that may be considered.
