The funding issue is misleading, since the community colleges are supposed to be offering the dual-credit classes for free for students in the district; the state funding is therefore needed to offset the cost of the instruction that the college incurs. As for charging tuition, I believe that is for out-of-district students only. If we gave them dual credit instruction for free, there would be a real firestorm of criticism.
